Montebello sits on the Whittier Boulevard route, and a bagger here gets ridden slowly among people as often as it gets ridden fast. The hill streets above the Rio Hondo add gradient and corners at moderate speed. Neither of those is a wind problem — they are both conditions where the bike is heard by other people as much as by the rider, and where a system set up for freeway use is simply too much. Below the hill streets the city runs into the industrial edge along the Rio Hondo, so a ride that starts on a quiet residential gradient can be alongside trucks within five minutes — a wide swing in conditions over a very short distance.
